Goran leads RTG’s Compliance Service Line, advising health systems on complex real estate transactions involving Stark Law, Anti-Kickback Statute, and False Claims Act exposure. He helps organizations structure compliant arrangements, remediate risk, and defend enterprise value across high-stakes regulatory environments. His experience includes supporting systems under Corporate Integrity Agreements and participating in DOJ-related compliance monitorships.

Representative Experience:
- Served on an independent compliance monitorship team jointly selected by a major U.S. health system and the Department of Justice in connection with a False Claims Act non-prosecution agreement, reviewing enterprise-wide real estate compliance and delivering remediation recommendations
- Advised health systems operating under Corporate Integrity Agreements, supporting compliance with federal requirements through policy redesign, transaction review, and issue remediation
- Conducted enterprise-level reviews of real estate compliance programs, identifying gaps and delivering actionable recommendations to reduce regulatory exposure
- Evaluated real estate arrangements for fair market value and commercial reasonableness to support defensible transaction structures
In addition to his compliance leadership, Goran plays a key role in RTG’s healthcare real estate development initiatives. He establishes legal frameworks for projects, forms special purpose entities, and structures agreements that align with both regulatory requirements and operational goals.
Goran also serves as RTG’s General Counsel, overseeing risk management across all service lines and advising on firm-wide legal matters.

Goran has an AV Rating by Martingale-Hubbell in the areas of construction law and general practice litigation, and has been recognized as a 2015 Mid-South Rising Star in Construction Litigation by Super Lawyers. He was voted by his peers in Cityview Magazine as one of the top attorneys in construction law in the Knoxville, Tennessee area.
His affiliations include: J.D. Order of Barristers, Moot Court Board; Member of the American Health Lawyers Association for which he also serves as Vice-Chair of Research and Website for the AHLA Real Estate Affinity Group; and Member of the Health Care Compliance Association.
He is licensed to practice law in the states of Tennessee, Georgia, and District of Columbia. He is a licensed affiliate broker in Tennessee.
Giving Back
Goran is a member of The University of Tennessee College of Law Alumni Council. He legally represented Susannah’s House, a nonprofit organization that helps new mothers and their newborn babies overcome opioid addiction, in the purchase of their first house where they offer their services.
